Abstract

The aim of the article is research of matters concerning substantiation of information ecology’s concept as one of the priorities in contemporary scientific discourse and its applied usage in processes of forming and realization of the modern state information policy, argumentation of importance and necessity of prospective directions regarding its elements implementation’s accentuation in modern practice of Ukrainian public administration. The results of the analysis. Nowadays state information policy is a complicatedly structured and multifold direction of the Ukrainian public policy. Necessity and urgency of appropriate measures’ implementation are substantiated by the author, as well as insufficiency of proceedings and papers concerning problem of information ecology in native scientific discourse are pointed out. The approaches of foreign researchers regarding understanding and interpretation of this phenomenon are described here. Conclusions and directions of further researches. The problem of further development of our state is a comprehensive, multiple-factored and complicatedly structured objective which demands an innovative approach to forming and realization of the public policy in all directions, branches and fields that is able to respond appropriate to the challenges and provide requirements’ accomplishment faced towards Ukraine under modern transformed and reformatory conditions of globalized world. Taking into consideration the above mentioned, particularly actual reveals establishment of constant and effective interaction of public authorities as well as public officials which occurs on information level, whose construction should correspond to the aim, objectives and results of their activities. In case of lack of appropriate information identification of administrative aim and goals becomes impossible as well as correct evaluation and setting a stress on problem issues, modeling of certain situations, making of corresponding administrative decisions, control of their fulfillment etc. The mentioned problems has to release a new, innovative aspect of the modern state information policy – information ecology, which notion incorporates an interdisciplinary approach to construction of correlation between administrative subjects and objects under conditions of transformation changes and qualitative conversions of the public-administrative system in Ukraine. Processes of interference, interaction and reciprocal stipulation of the factors, which are determinative for modern conditions, contribute to enlargement and penetration of categories, specific for certain objective fields, in other fields and spheres of social life, which meanwhile at first sight are totally unusual for them. That’s why the processes of scientific, cultural, educational etc. ecologization have a rash development according to challenges and threats of the modern world, its further improvement and evolution. Definition “ecological” shifts the accent towards humanity regarding objective fields, used in conjunction with it. It foresees implementation of arrangements concerning preservation, guarding against damaging, reduction or full neutralization of negative occurrences’ risks taking into consideration modern stage of social development. Under such conditions the necessity and urgency of ecological approach become more significant and expressive due to conceive all processes and events, which occur in objective fields of information, communication and other connected spheres. We consider that information ecology’s problems must be widely adopted and get the status of universality whose task should be plurality variants’ reduction, implementation of exact and understandable cooperation algorithms which can minimize or neutralize obvious, latent or probable factors that under certain conditions are able to predetermine beginning of negative manifestations and consequences in corresponding subject spheres taking into consideration socially-humanistic principles. That’s why we consider that ecological factor has to play a vital part as a catalyst that is called to provide adequate balance between universality and plurality under conditions of globalization and integrity processes, because social problems and corresponding administrative decisions always appear in every concrete situation that demand special study and usage of appropriate instruments, tools and methods on its different hierarchic levels – from the local till the intergovernmental, and in separate cases even supragovernmental one. Prospects of further scientific studies concerning this matter may be scientifically-theoretical as well as scientifically-practical researches and elaborations whose content will reveal an applied aspect of innovative approach realization concerning interpretation of information ecology in information policy, realized by the Ukrainian government, its influence’s evaluation within further evolution of this sphere and consequences of its usage under modern conditions of social development.
