Abstract
The aim of the article. The aim of the article is to justify the methodical recommendations on formation and implementation of a mechanism for assessing the current state of technological market of Ukraine, to identify the problems of its development and to form the ways to eliminate them.
The results of the analysis. The analysis of current state and prospects of the Ukrainian market of intellectual and innovative technologies development is made. It is proposed a set of indicators that can characterize the current state of modern technological market. The author offered to include indicators of intellectual and innovative activity of Ukraine, which will characterize he level of patent activity, the level of inventive activity, the level of implementation of inventive capacity, the level of technological dependence of the country, the level of intellectual independence of the country, the level of technological distribution, the quality level of domestic scientific and technological developments.
It is proposed to assess the state of technological market of the country using citation indexes of scientific research (Hirsch index). The author conducted a questionnaire survey of machine-building industrial enterprises of Kharkiv region to clarify the most significant constraint on industrial enterprises innovative development, adversely affect patent activity, not conducive to the development of inventions and the development of intellectual and innovative technologies. It is identified the most significant factors hindering innovation development, adversely affect patent activity, not conducive to the development of inventions and the development of intellectual and innovative technologies. The ways of solving problems of technological development of machine-building enterprises are suggested.
Conclusions and directions of further researches. The following provisions of innovation policy subject are proposed on the basis of the research: (a) innovation policy of the industrial enterprise should organically combine the possibilities of international and national technology transfer and create the own process of innovation or the improvement of existing innovations; (b) to enhance the processes of creative and innovative ideas generation the main provisions of the innovation policy should be brought not only to representatives of senior management, but also to every researcher; (с) the formation of innovation policy should be implemented with the available feedback, including specific proposals of innovative processes leaders and their direct perpetrators; (d) important component of the innovation policy of the country and individual companies should be creative and stimulating creative activity; (e) inventive activity of industrial enterprises researchers must make a tangible contribution to current and future development of an enterprise. The proposals in the article can be real only if creating and maintaining of favorable conditions of scientific research and inventive activity is the important basis of innovative development of industrial enterprises and inventive activities. It is an important basis of industrial enterprise’s innovative development. Further research in this direction should be associated with the identification of functioning features of technological sphere in several sectors of Ukrainian economy. It is extremely important to conduct this kind of research at engineering enterprises, which are the basis and bearer of scientific and technical progress.
